SH Dates and hours in the que_batch
PB Dates and hours are not interpreted correctly in the que_batch and procedures are not sorted correctly according to them.
It seems that the date of the procedure that should run as a first in the next day is changed by the system to todays date but the procedure itself is kept on the right place in the sequence of all procedures.
When we used UTIL-10-8, then the procedure following that, we wanted to
change a date for, has changed its date.
Trying it in DEM we have found that all procedures are running immediately according to their sequence in the que no matter which hour are they planned for.

Our system manager investigated batch manager behaviour with these
results:
1. some Aleph procedures (it seems that expecially those using "submit")
are not able to transform dates to the new form!!!
2. batch manager is not able to work properly when it should display such
procedures in the batch_que - it does not display date at all or it
displays some other date of some other procedure
3. batch manager cannot run in the requested time procedures working
correctly with the new form of the data, but it works OK when procedures
which cannot transform dates are concerned

Is it the problem of some setting or is it an inconsistency of Aleph in
general?
